An elected Fellow of The College of Labor and Employment Lawyers, Graham has been hearing cases and issuing decisions since 2007. He provides services in both English and/or French.

Parties have named Graham to their List of Arbitrators in multiple collective agreements. He was directly appointed to the Ontario Minister of Labour’s List of approved grievance arbitrators as well as to the corresponding Federal List.

Graham has served as a Vice-Chair at both the Canada Industrial Relations Board (2007-2016) and the Ontario Labour Relations Board (2016-2021). Prior to those appointments, Graham practised labour, employment and administrative law for two decades in the private sector.

A member of the Quebec and Ontario bars since 1987, Graham has also taught at the University of Ottawa’s Law Faculty; served as legal advisor to the Canada Labour Relations Board’s first Chair, Mr. Marc Lapointe Q.C.; presented papers at conferences; and authored two books on Canada’s federal labour relations board.
