An elected Fellow of The College of Labor and Employment Lawyers, Graham has been hearing cases and issuing decisions since 2007. He provides services in English and/or French.

He is a roster arbitrator for the Canadian Railway Office of Arbitration & Dispute Resolution (CROA); an approved arbitrator on the Federal Minister of Labour’s list for arbitration appointments; and a part-time Vice-Chair at the Ontario Labour Relations Board.

From 2007-2016, Graham served as a Vice-Chair at the Canada Industrial Relations Board. Prior to that appointment, Graham practised labour, employment and administrative law for two decades in the private sector.

A member of the Quebec and Ontario bars since 1987, Graham has also taught at the University of Ottawa’s Law Faculty; served as legal advisor to the Canada Labour Relations Board’s first Chair, Mr. Marc Lapointe Q.C.; presented papers at conferences; and authored two books on Canada’s labour relations board.
